it is tradition or ritual (???) to bring cows inside the newly constructed house so goddess lakshmi will prevail.

If the house above the ground floor (flats) how is this achieved? what lieu arrangement can be made in the above?

What are the proper steps for gruhapravesam puja? please enlighten us.

People are crazy.
In olden days, elders lived in villages and all brahmins have their own cow and cattle.
Now a days our people are almost shifted to cities to modern type of living in flats, where not even well water is available?!
They are willing to do pooja for cow because they believe it will fetch wealth.
Actually speaking cow itself a wealth for brahmin because a brahmin should always need pancha gavyam of cow
which are essential almost in his day to day life, hence cow was/is catered.

No meaning of doing pooja to hired cows!
By the way, there is no ritual found in prayogam to do cow pooja while grihapravesam.
