Dear Sri Padmanabhan Sir,
All users can edit their own post and its title.

Use the "Edit" button in the bottom row of any particular post to edit the inside content of a post.
To edit the title of the post, After clicking the "Edit" button, you will find "Go Advanced" button
click on that, you will get the option to edit the title of that post.
