As I have found that the Sun Entering into Makara for Gulf countries (Muscut, Oman) is 14th January (Today) 23.21
which is an hour and few minutes before to Indian cities.

So, You can celebrate from 7.0 am itself if possible and suitable.
But the Sunday morning is good up to 12.00 noon.
As the Sankranthi is happening in the previous day, it is good to do it as early as possible.

What is the Sun Rise there 7.10 am I hope.
But the Sankranthi i.e, Sun Entering in Makarasi is noted at 3.20 (Three hours and twenty minutes after mid night).
So, you can also use the Same time as in India or little late 8.30 am to 9.30 am will be good.

Dear All:

I received a few questions on Pongal timing . These calendar timings across Multiple time Zones can be confusing .
In response to your Question on some at West Coast celebrating Pongal on Saturday , Here are some pertinent facts:

1. For East Coast USA , Makara Ravi is at 17.28 PM Saturday ; That projects on to 14.28 PM for West Coast . The rationale of some to celebrate Pongal during the afternoon of Saturday, Jan 14 is based on this logic .

2. For East Coast , by 17.28 PM , Sunset has already taken place on Jan 14 and therefore Pongal Paanai is moved on to Sunday , Jan 15 ( 7.30 to 9 AM ) . This is the observance at Sri Ranganatha Temple here and East Coast residents. This time will be too early for the West Coast people since Sun has not risen yet in West Coast .

3. For West Coast residents , 7.30 to 9.00 AM Pacific Time on Sunday is fine .

4. Summing up , Tomorrow is BhOgi ( Jan 14) , SankarAnti is Jan 15 for USA and Kanu is on Monday , Jan 16 .

If adiyen is correct, these timings are for India. Could you also post the timings for US Eastern time? Pongal here is on 14th Jan per the panchangam calculated for USA.

Yes you are correct.
It is very difficult to give timings for foreign countries for us, who have no knowledge about those places.
Still I am very difficult to understand the day light saving system etc.
Also, in one country USA is having several time format, differs city to city.
For which standard time we calculate and give it. It is very easy to give timings throughout India with one calculation.
Any how suggest the following method to find out good timings for all your day to day needs.
Look at the below image (you can right click and save it on your desktop). I had given good timings according to week days and several
other combinations like Pancha Pakshi shastra, Hora shastra and Star and Rasi Shastra etc.
You have to do a simple thing, you have to find out your city sun rise time for that particular day, here all the times are given
by assuming the sun rise as 6.00 am. You have to add or subtract the sun rise time difference to the given timings and you can
use it for any subham.
